აშშ-ის საერთაშორისო განათლების პროგრამების სტიპენდიანტების განცხადება „უცხოური ძალის ინტერესების გამტარებელი ორგანიზაციის” შესახებ კანონპროექტზე

ჩვენ, განათლების სპეციალისტები და აშშ-ის საერთაშორისო განათლების პროგრამების სტიპენდიანტები, ვგმობთ საპარლამენტო უმრავლესობის მხარდაჭერილ კანონპროექტს "უცხოური ძალის  ინტერესების გამტარებელი ორგანიზაციის" შესახებ.

ერთი წლის წინ, როდესაც პირველად გამოვაქვეყნეთ მსგავსი წერილი და როცა ქართველი ერის მტკიცე და დასაბუთებული პოზიციის შედეგად მთავრობამ გაიწვია ეს კანონი, ღრმად გვწამდა, რომ საქართველოს კანონმდებლებისთვის იგივე არგუმენტების გამეორება არ მოგვიწევდა. Სამწუხაროა, რომ  საქართველოს მიერ კანდიდატის სტატუსის მოპოვების შემდეგ, მსგავსი წერილის გამოქვეყნება ისევ აქტუალურია.

თავისი მიზნით, სულისკვეთებით და არსით, წარმოდგენილი კანონპროექტი არის რუსული და იგი მნიშვნელოვნად შეაფერხებს ქვეყნის განვითარებას. ამასთანავე, ეს კანონი თანხვედრაში არ მოდის ევროპულ ღირებულებებთან და პირდაპირ ეწინააღმდეგება ევროპის კავშირის დამფუძნებელ დოკუმენტებს.

ამ კანონპროექტის მიზანია არასამთავრობო ორგანიზაციების და მედია საშუალებების სრული შეზღუდვა და დისკრედიტაცია, განსაკუთრებით მათი, რომლებიც  ამერიკის შეერთებული შტატების და ევროკავშირის მხრიდან ფინანსდებიან.  ამავდროულად, ეს კანონპროექტი მტრად აცხადებს ჩვენი ქვეყნის სტრატეგიულ პარტნიორებს, რომელთაც, ბოლო 30 წელი, საქართველოს განვითარებაში, მათ შორის განათლების მიმართულებით, უდიდესი წვლილი მიუძღვით. ჩვენც, როგორც აშშ-ის საერთაშორისო განათლების სტიპენდიანტებმა, სწორედ აშშ-ის მხარდაჭერით შევძელით განათლება მიგვეღო წამყვან, მათ შორის, ჰარვარდის და კოლუმბიის უნივერსიტეტებში, რომლის დასრულების შემდეგ ვემსახურებით ქვეყნის განათლების სისტემის განვითარებას. ამ კანონის მიღების შემთხვევაში, ბევრი ქართველი ახალგაზრდა დიდი ალბათობით დაკარგავს ევროპისა და აშშ-ის წამყვან უნივერსიტეტებში სასწავლებლად დაფინანსების მოპოვების შანსს.

გვინდა აღვნიშნოთ, რომ საქართველოს ევროატლანტიკური არჩევანი ქვეყნისთვის სტრატეგიულად მნიშვნელოვანი  და საქართველოს კონსტიტუციის 78-ე მუხლით გარანტირებულია.  ქვეყნის ეროვნულ ინტერესებს სწორედ საქართველოს კონსტიტუცია განმარტავს და ამ ინტერესებში დემოკრატიის და ადამიანის უფლებების დაცვა, სამართლებრივი სახელმწიფოს ჩამოყალიბება და ევროატლანტიკური ინტეგრაცია მოიაზრება.

ეს ხალხის წინააღმდეგ მიმართულია კანონია - იგი დახმარების, სერვისების და განვითარების შესაძლებლობების გარეშე ტოვებს სხვადასხვა ჯგუფს, მათ შორის ბავშვებს, ქალებს, შეზღუდული შესაძლებლობების მქონე პირებს, დევნილებს, ეთნიკურ და რელიგიურ უმცირესობებს და სხვა მოწყვლად ჯგუფებს, რომელთანაც ჩვენ წლებია ვმუშაობთ. ამასთანავე, ეს კანონი საფრთხეს უქმნის ახალგაზრდებს და უზღუდავს შესაძლებლობას, მიიღონ ევროპული და ამერიკული განათლება. ჩვენი მოსაზრებით, ამ კანონის მიღება შეუქცევად ზიანს მიაყენებს ქვეყანას. რაც ყველაზე სავალალოა და მიუღებელი, ეს კანონი საბოლოოდ დაგვაშორებს დასავლეთს და დაგვაკარგვინებს შანსს, რომ გავხდეთ ევროპული ოჯახის წევრი.

მოვუწოდებთ საქართველოს პარლამენტსა და მმართველ პარტიას, არ დაუჭირონ მხარი აღნიშნულ კანონპროექტს, რომელიც უგულებელყოფს ქართველი ხალხის ევროპულ არჩევანს და საფრთხეს უქმნის ჩვენი ქვეყნის სახელმწიფოებრიობას.  

Statement of the Fellows of the US International Education Programs on the Draft Law on the Transparency of Foreign Influence

We, the education specialists and the fellows of the US international education programs (including Joint Scholarship for Education Professionals), condemn the proposed draft law supported by the parliamentary majority on the Transparency of Foreign Influence.

One year ago, when we published a statement for the first time, and when the Government withdrew this law as a result of the strong and justified position of the Georgian people, we deeply believed that repeating the same arguments would no longer be necessary for Georgian legislators. It is unfortunate that after Georgia has obtained the candidate status, the publication of such a statement is still relevant.

In its purpose, spirit and essence, the presented draft law is Russian and has a potential to significantly hinder the development of Georgia. At the same time, this draft law is absolutely incompatible with European values and directly contradicts the founding documents of the European Union.

The purpose of this draft law is to completely limit and discredit NGOs and media outlets, especially those funded by the United States of America and the EU. At the same time, this draft law implies that the strategic partners of our country could have a malign influence in the country - partners, who have made invaluable contributions to the development of Georgia, including in the field of education, in the last 30 years. As holders of the US international education scholarships, it was with the support of the US that we were able to get an education at the world-class universities, including Harvard and Columbia universities, after which we have been serving the development of the country's education system. If this law is adopted, many young Georgians will most likely lose the chance to obtain funding to pursue study at leading universities in Europe and the USA.

We would like to point out that Georgia's Euro-Atlantic choice is strategically important for the country and guaranteed by the Constitution of Georgia (Article 78). The national interests of the country are defined by it, and these interests include the protection of democracy and human rights, the establishment of a legal state, and ensuring the full integration of Georgia into the EU and NATO. 

We believe that this is an anti-people law - it leaves various groups without assistance, services and development opportunities, including children, women, persons with disabilities, internally displaced persons, ethnic and religious minorities and other vulnerable groups with whom we have been working for years. At the same time, this law  limits young people’s ability to receive education in Europe and in the US. In our opinion, the adoption of this law will lead to irreversible damage for our country. What is most threatening and unacceptable is that this law poses a threat to separate Georgia from the West and deprive us of the chance to become a member of the European family.

We call on the Parliament of Georgia and the ruling party to withdraw the mentioned draft law, which ignores the Euro-Atlantic aspirations and choice of the Georgian people and jeopardizes the statehood of our country.
